FEMA PA-TAC Technical Specialists (Engineers - Mid/Senior)

ATCS’s Emergency Management Services team is building its Technical Roster and seeking professionals ready to make an impact in disaster recovery. We're preparing for deployment to support communities across FEMA Regions III and IV (NC, SC, VA, GA, TN, KY). These roles support the FEMA PA-TAC V contract under Prime Contractor Fluor Government Group.

Please Note: All positions require on-site presence and the ability to deploy within 24–48 hours for up to 1 year. No remote opportunities.


We are currently seeking candidates for the following roles:

  • Civil Engineers
  • Structural Engineers
  • Electrical Engineers
  • Mechanical Engineers
  • Soil/Geotechnical Engineers
  • Hydraulic Engineers

General Responsibilities

  • Conduct thorough site inspections of disaster-damaged infrastructure, documenting damage through photographs, sketches, and detailed reports.
  • Develop and review scopes of work, cost estimates, and identify applicable codes and standards.
  • Review engineering reports, designs, and as-built plans to evaluate damage and recommend hazard mitigation measures.
  • Guide applicants through project prioritization, recovery scoping meetings, and grant documentation.
  • Use FEMA’s Grants Manager system to manage project actions, documentation, and correspondence.
  • Responsibilities vary by role. Individual job descriptions will be provided upon request.

Minimum Qualifications

  • Must possess an undergraduate engineering degree from an ABET-accredited program
  • U.S. Citizenship (required to obtain FEMA Badge & Public Trust clearance)
  • Ability to deploy within 24–48 hours and commit to 6–12 months
  • Willing to work 10 – 12 hours per day, 5 – 6 days per week and be flexible to change.
  • Must be able to withstand physical requirements of the position, including long site visits and any other physical demands of the position.
  • Proficiency with Microsoft Office Suite and smart device use

Preferred Qualifications

  • Experience with FEMA Public Assistance or other federal/state disaster recovery programs
  • Knowledge of industry software such as Grants Manager, RS Means, or Xactimate.
  • Strong understanding of construction and infrastructure projects (road, bridge, building, mechanical, hydraulic systems) with the ability to review and interpret plans and specifications
  • Ability to assess and validate technical submissions, including evaluating claimed damages and providing detailed reports.
  • Familiarity with modern construction methodologies, including facility assessments, inspections, project scope development, and cost estimating across various engineering disciplines

Compensation & Benefits

  • Employment Type: Hourly, exempt
  • Pay: Based on experience, qualifications, and task order specifics
  • Per Diem: Weekly reimbursement for daily M&IE expenses, based on the county of deployment, along with travel, lodging, and rental car expenses
  • Limited Benefits Include:
    • ICHRA Silver Medical Program (after 90 days of deployment)

All offers are contingent upon Task Order assignment and client approval. Roles are subject to change depending on project needs.


Our employees are the most critical part of ATCS. For this position, we offer an a rate of $40.00 - $65.20 per hour, commensurate with experience and qualifications. The role is also eligible for an annual bonus, with a target 2% of the employee's annualized salary.
